AN ACT ESTABLISHING A CONNECTICUT HEALTH QUALITY COUNCIL.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to establish a Connecticut Health Quality Council. The council shall consist of members appointed by the Governor and the leaders of the General Assembly, and shall be comprised of consumers and representatives of health insurance organizations, hospitals and providers. Council members shall serve at the pleasure of the appointing authority for a term of three years or until a successor is appointed. The purposes of the council shall include, but not be limited to, the following objectives: (1) To monitor existing clinical standards of health care and research and develop new clinical standards of health care; (2) to research and evaluate drug prescribing practices, prescription drug use and existing processes for the review and approval of prescription drugs; (3) to assess the effectiveness of new and existing health technologies; (4) to promote the improvement of quality health care through training and education; (5) to develop and implement training and education programs and activities to promote improvement in the quality of health care; (6) to promote research and education that will lead to improvement in the quality of health care; (7) to monitor and assess the quality of health services available in Connecticut; (8) to investigate or study matters referred to the council by the Governor and the General Assembly; and (9) to make recommendations to the Governor and the General Assembly.
