AN ACT REQUIRING A TWO-THIRDS VOTE TO APPROVE UNFUNDED MUNICIPAL MANDATES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 2-32b of the general statutes be amended to provide that no bill creating or enlarging a state mandate to local governments without state reimbursement for costs resulting from such mandate shall be enacted except upon approval by a vote of at least two-thirds of the members of each house of the General Assembly.
Statement of Purpose:
To require a two-thirds majority vote in each chamber in order to pass any unfunded state mandate.
