AN ACT CONCERNING PARDONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That part III of chapter 961 of the general statutes be amended to provide that a provisional pardon issued to a person shall automatically be converted to an absolute pardon three years after such issuance if the crime specified in such provisional pardon was a misdemeanor and five years after such issuance if the crime specified in such provisional pardon was a felony, provided such person has not been convicted of any crime during such time period.

Statement of Purpose:

To allow former offenders a better way to become productive members of society.
