AN ACT CONCERNING THE NONDISCLOSURE OF CERTAIN PERSONNEL OR MEDICAL FILE INFORMATION OF A PROBATION OFFICER TO A PERSON WHO IS UNDER PROBATION SUPERVISION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) A personnel or medical file or similar file concerning a current or former juvenile or adult probation officer of the Judicial Branch, including, but not limited to, a record of a security investigation of such officer by the branch or an investigation by the branch of a discrimination complaint by or against such officer, shall not be subject to disclosure under the Freedom of Information Act, as defined in section 1-200 of the general statutes, to any individual who is committed to the supervision of (1) the Court Support Services Division of the Judicial Branch, or (2) the Department of Correction pursuant to a violation of conditions of probation or conditional discharge under section 53a-32 of the general statutes.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To provide that certain personnel or medical file information of a probation officer is not required to be disclosed under the Freedom of Information Act when such information is requested by a person who is under the supervision of the Court Support Services Division of the Judicial Branch or has violated conditions of probation or conditional discharge.
