AN ACT CONCERNING THE COLLECTION AND DISPOSAL OF UNWANTED PHARMACEUTICALS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2014) (a) The Commissioner of Consumer Protection shall, after consulting with the Commission of Pharmacy and the Connecticut Pharmacists Association, develop and implement a program for the collection of unwanted pharmaceuticals by pharmacies and the disposal of such pharmaceuticals. Such program shall provide a mechanism for (1) individuals to anonymously drop off unwanted pharmaceuticals at pharmacies licensed under section 20-594 of the general statutes, and (2) the transport of such pharmaceuticals by or on behalf of such pharmacies to a biomedical waste treatment facility, as defined in section 22a-207 of the general statutes, for disposal.

(b) The Commissioner of Consumer Protection shall conduct a public awareness campaign, within available appropriations, to educate the public concerning the dangers of unsafe disposal of pharmaceuticals and of the availability of the pharmaceutical collection and disposal program developed and implemented under subsection (a) of this section.

(c) The Commissioner of Consumer Protection shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to implement the provisions of this section.

This act shall take effect as follows and shall amend the following sections:
