AN ACT CONCERNING CERTAIN FEDERAL AND PRIVATE GRANTS TO THE STATE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require legislative approval for any federal or private grant to the state when such grant (1) is multi-year, (2) decreases in amount over time, and (3) results in an increasing cost to the state to sustain the program or service being funded.
Statement of Purpose:
To require the General Assembly to identify and approve any federal or private grant to the state that may not be sustainable without a significant state investment.
