AN ACT CONCERNING THE IDENTIFICATION OF CONNECTICUT'S CHILD PLACEMENT NEEDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require the Department of Children and Families to report annually on all children residing or placed in out-of-state facilities. Such report shall include a needs assessment for all such children and identify the reasons for the out-of-state placement including any treatment, educational or other needs that cannot be met in Connecticut. Such report shall be submitted to the Office of the Child Advocate and the joint standing committee of the General Assembly having cognizance of matters relating to children.

Statement of Purpose:

To help identify the services and programs needed in Connecticut in order to meet the treatment needs of Connecticut's children and avoid out-of-state placements.
