AN ACT CONCERNING THE PROVISION OF HEALTHY FOOD IN VENDING MACHINES OPERATED ON STATE PROPERTY AND RECOMMENDATIONS OF THE CHILD OBESITY TASK FORCE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) Not later than October 1, 2016, the Department of Public Health, in collaboration with the Department of Rehabilitation Services and the Board of Education and Services for the Blind, shall study, within available appropriations, the food, as defined in section 21a-34 of the general statutes, dispensed by each vending machine, as defined in said section, offered for public use on public property, including (1) the type of food dispensed by each vending machine, (2) the placement position of each type of food dispensed by each vending machine, (3) the nutritional content of the food dispensed by each vending machine, and (4) whether each vending machine displays information regarding the caloric content of each type of food dispensed by the vending machine at the point-of-sale.

(b) Not later than October 1, 2016, the Department of Rehabilitation Services and the Board of Education and Services for the Blind shall evaluate the revenue generated from the sale of each food type dispensed by each vending machine offered for public use on public property.

(c) Not later than January 1, 2017, the Department of Public Health, Department of Revenue Services and Board of Education and Services for the Blind shall report, in accordance with the provisions of section 11-4a of the general statutes, regarding the results of the study conducted under subsection (a) of this section and the evaluation performed under subsection (b) of this section to the joint standing committee of the General Assembly having cognizance of matters relating to public health.

Sec. 2. (NEW) (Effective October 1, 2016) No sign or poster displayed in a public school shall contain an advertisement for or a logo representing a food item that does not meet the nutrition standards published by the Department of Education pursuant to section 10-215e of the general statutes.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To (1) require a study of food dispensed by vending machines maintained on public property and an evaluation of revenue generated from the sale of each food product dispensed by such vending machines, and (2) implement a recommendation of the Child Obesity task force to prohibit signs or posters displayed in public schools from containing advertisements or logos of food items that do not meet the nutrition standards published by the Department of Education.
