AN ACT CONCERNING RESERVE FUND BALANCES AND CHANGES TO MUNICIPAL BINDING ARBITRATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to prevent an arbitration panel from considering a municipal reserve fund balance when determining a municipality's financial capability and to limit the review of a rejected arbitration award by a municipality to a single arbitrator.
Statement of Purpose:
To provide local tax relief to municipalities by reforming the arbitration process.
