AN ACT REQUIRING DRUG TESTING OF CASH ASSISTANCE RECIPIENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to require periodic testing of cash assistance recipients age eighteen and older for use of illicit drugs. The testing program shall require (1) evaluation by a health care provider of the recipient and treatment, if recommended, after the first positive drug test, (2) mandatory attendance at a drug treatment program after the second positive test, and (3) the termination of benefits upon the third positive test or the recipient's failure to complete a required treatment program.

Statement of Purpose:

To deter the use of cash assistance for illicit drug use.
