AN ACT CONCERNING MENTAL HEALTH AND SUICIDE PREVENTION RESOURCES FOR VETERANS AND MEMBERS OF THE ARMED FORCES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective October 1, 2016) The Commissioner of Mental Health and Addiction Services, in consultation with the Commissioner of Veterans' Affairs, shall (1) conduct a study to identify mental health and suicide prevention programs and services available through various state agencies, community organizations and other nonprofit entities to veterans and members of the armed forces in this state, and (2) make recommendations to any such agency, organization or entity concerning allocation of any available resources of such agency, organization or entity. The commissioners shall report, in accordance with the provisions of section 11-4a of the general statutes, the findings of the study described in subdivision (1) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to public health and veterans' and military affairs on or before January 1, 2017.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require the Commissioner of Mental Health and Addiction Services and the Commissioner of Veterans' Affairs to study mental health and suicide prevention programs and services available to veterans and members of the armed forces in this state and make recommendations to state agencies, community organizations and nonprofit entities concerning allocation of resources.
