AN ACT CONCERNING IMPROVING SERVICES FOR PERSONS WITH DEVELOPMENTAL DISABILITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17a of the general statutes be amended to require the Commissioner of Developmental Services to (1) work with individuals with intellectual disability who are eligible to receive services and who have an individual plan to develop a long-term plan updated annually to include a timeline for when identified supports or services will be needed, (2) develop and maintain one state-wide comprehensive residential waiting list, which shall be updated annually and organized by geographic region and priority status and include, but not be limited to, for each individual, the type of supports or services needed and an estimate of when such supports or services will be needed, (3) conduct a state-wide census and needs assessment for individuals eligible for services and who have an individual plan that identifies the state's short-term and long-term needs for supports and services sufficient to meet the needs of individuals included in such census, and (4) on or before January 31, 2018, and annually thereafter report to the legislature on the results of the state-wide census and needs assessment and the status of the residential waiting list, including the trends in the type and amount of supports and services requested from the department and projections for state-wide needs to meet those requests over the following two-year, five-year and ten-year periods. Information from the state-wide census and needs assessment shall be reviewed by the Regional Advisory Councils and the Council on Developmental Services at least semiannually.

To improve services for persons with developmental disabilities and increase public transparency and accountability for the provision of such services.
