AN ACT CONCERNING A STUDY ON THE RELEASE OF FACULTY FROM CERTAIN TEACHING REQUIREMENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) For purposes of this section, "course release" means the reduction in a faculty member's standard teaching load in exchange for services performed by such faculty member outside the classroom, including, but not limited to, advising students or chairing a department.

(b) The Board of Regents for Higher Education and the Board of Trustees for The University of Connecticut shall study issues concerning course releases and the feasibility and potential effects of reducing the number of faculty members who receive course releases from public institutions of higher education. Not later than January 1, 2013, the president of the Board of Regents for Higher Education and the chairman of the Board of Trustees for The University of Connecticut shall report on such study in accordance with the provisions of section 11-4a of the general statutes to the joint standing committee of the General Assembly having cognizance of matters relating to higher education.

This act shall take effect as follows and shall amend the following sections:
