AN ACT CONCERNING THE STUDY OF THE PROVISION OF COMMUNITY-BASED HEALTH CARE SERVICES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 359 of public act 15-5 of the June special session is repealed and the following is substituted in lieu thereof (Effective from passage):

(a) The Commissioner of Social Services and the Commissioner of Public Health shall study the effectiveness of providing community-based health care services in the state. Such study shall include, but not be limited to, a review of (1) the health care needs of persons who access the 9-1-1 system when the emergency department is not the most appropriate place for such persons to receive such services, (2) the feasibility of providing short-term follow-up home visits for persons who have recently been discharged from a hospital until such time as other health care providers are able to provide home visits or other follow-up health care services, (3) the need and feasibility of emergency medical services personnel to provide home visits to persons who are at a high risk of being frequent, repeat users of the emergency department to help such persons manage their chronic diseases and adhere to medication plans, (4) the need to provide ancillary primary care services for populations in areas where there is a high utilization of the 9-1-1 system for nonemergency situations, (5) the current best practices in mobile integrated health care, (6) the scope of practice for emergency medical services personnel, (7) practice guidelines for community-based health care services, [and] (8) Medicaid authority under which community-based health care services may be covered, (9) the cost savings to Medicaid, if any, from the reduction in the transportation to the emergency department of persons with nonemergency situations who access the 9-1-1 emergency system, and (10) payment models for expanded services by emergency medical services personnel for the provision of community-based health care services, other than the stabilization or transport of patients, that have been developed by commercial payers.

(b) Not later than February 1, 2016, the Commissioners of Social Services and Public Health shall submit a preliminary report, in accordance with the provisions of section 11-4a of the general statutes, on the study performed pursuant to subdivisions (1) to (8), inclusive, of subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to human services and public health.

(c) Not later than October 1, 2016, the Commissioners of Social Services and Public Health shall submit a preliminary report, in accordance with the provisions of section 11-4a of the general statutes, on the study performed pursuant to subdivisions (9) and (10) of subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to human services and public health.

[(c)] (d) Not later than [June] December 1, 2016, the Commissioners of Social Services and Public Health shall submit a final report, in accordance with the provisions of section 11-4a of the general statutes, on the results of the study performed pursuant to subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to human services and public health.

This act shall take effect as follows and shall amend the following sections:
