AN ACT STUDYING THE FEASIBILITY OF THE STATE PROVIDING WORKERS' COMPENSATION BENEFITS TO CERTAIN PERSONAL CARE ATTENDANTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2016) The Commissioner of Administrative Services shall, within available appropriations, conduct a study of the feasibility of the state providing workers' compensation coverage for personal care attendants who provide home care to consumers in state-funded programs. Such study shall include, but not be limited to, consideration of (1) the benefits to the state, personal care attendants and consumers, and (2) the cost to the state of providing such coverage, and shall further consider the means by which such coverage would be provided. Not later than December 31, 2016, the commissioner shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to labor and public employees and appropriations and the budgets of state agencies. Such report shall include the results of such study and any recommendations for administrative or legislative action necessary to provide such workers' compensation coverage.

This act shall take effect as follows and shall amend the following sections:
