AN ACT CONCERNING THE INSURANCE DEPARTMENT'S REVIEW OF HEALTH INSURANCE PREMIUM RATES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 38a of the general statutes be amended to require the Insurance Department to (1) consider additional factors in its health insurance rate review process, such as consumers' out-of-pocket costs, premium affordability, the insurer's provider reimbursements and the insurer's executive compensation, and (2) directly monitor provider network adequacy of health insurers doing business in the state.
Statement of Purpose:
To require the Insurance Department to consider additional factors in its health insurance rate review process and to directly monitor provider network adequacy.
