AN ACT CONCERNING AN INTEGRATED PLAN TO COMBAT ADDICTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require the Commissioner of Mental Health and Addiction Services, in consultation with the Commissioners of Social Services, Children and Families, Public Health, Correction and Education, to expand an integrated effort to combat substance abuse, particularly in urban communities, by: (1) Exploring incentives to encourage more doctors to prescribe buprenorphine for opioid addiction, including doctors enrolled as Medicaid providers, (2) applying for available federal Medicaid waivers to expand the number of substance abuse treatment beds available to Medicaid enrollees, (3) expanding the number of walk-in assessment centers for same-day substance abuse evaluations, (4) expanding early intervention for substance abuse addiction among families assessed by the Department of Children and Families, (5) increasing educational programs about the dangers of substance abuse, and (6) increasing the number of defendants charged with minor drug crimes who are diverted to treatment programs.

Statement of Purpose:

To establish an integrated plan to combat substance abuse via coordinated services designed to address underlying social issues and expand access to care.
