AN ACT CONCERNING A STUDY OF EMERGENCY POWER NEEDS IN PUBLIC HOUSING FOR THE ELDERLY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2015) (a) The Commissioner of Housing shall, within available appropriations, conduct a study of the provision of emergency backup power at public housing for the elderly in the state. For purposes of this section, "public housing for the elderly" means any building where fifty per cent or more of the units are rented to persons sixty-two years of age and older under any program created or financed pursuant to chapter 128 of the general statutes.

(b) The study shall include, but not be limited to: (1) An inventory of public housing for the elderly in each municipality that includes (A) the total number of housing units for the elderly in each municipality, (B) the location of each housing unit, and (C) the type of each housing unit; (2) plans for the provision of emergency backup power at public housing for the elderly; (3) recommendations for the provision of emergency backup power at public housing for the elderly; and (4) the estimated cost to provide such emergency backup power at public housing for the elderly.

(c) Not later than January 1, 2016, the Commissioner of Housing shall, in accordance with the provisions of section 11-4a of the general statutes, report to the joint standing committees of the General Assembly having cognizance of matters relating to aging, housing and public safety concerning the results of the study and recommendations for the funding and provision of emergency backup power at public housing for the elderly.

This act shall take effect as follows and shall amend the following sections:
