AN ACT CONCERNING THE SOCIAL SECURITY OFFSET AGAINST TEACHERS' RETIREMENT BENEFITS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the joint standing committee of the General Assembly having cognizance of matters relating to education, in consultation with the Teachers' Retirement Board, study the impact of the offset of Social Security benefits against retirement benefits received under the teachers' retirement system, as required by the federal Windfall Elimination Provision, and make recommendations to the General Assembly concerning such impact taking into consideration (1) the ineligibility of retirees to collect Social Security benefits with respect to Social Security payroll taxes paid for employment outside the teachers' retirement system, and (2) the impact of such offset on Social Security survivor benefits for spouses of retirees in the teachers' retirement system.

Statement of Purpose:

To study the impact of the federal Windfall Elimination Provision of the Social Security Act to retirees who participate in the teachers' retirement system and their spouses.
