AN ACT REQUIRING A STUDY CONCERNING METHODS OF DECREASING THE COST OF INSTRUCTIONAL BOOKS AND MATERIALS FOR HIGHER EDUCATION STUDENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10a of the general statutes be amended to require the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut to study methods of decreasing the cost of textbooks and other instructional materials for students of the public institutions of higher education in this state, including, but not limited to, (1) exploring the use of electronic textbooks and other instructional materials, and (2) prohibiting public institutions of higher education and their professors from requiring students to use the most recent edition of a textbook or other instructional materials when previous, less expensive editions will suffice.

Statement of Purpose:

To require a study of methods to decrease the cost of textbooks and other instructional materials for students of public institutions of higher education.
