AN ACT PERMITTING NOTIFICATION OF REFERENDA VIA ELECTRONIC MAIL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That part IV of chapter 146 of the general statutes and chapter 152 of the general statutes be amended to permit municipalities to give notice of an upcoming referendum by sending an electronic mail notification from a community notification system in lieu of the requirement for publication in a newspaper, provided (1) the number of residents who subscribe to such system is larger than the number of residents who may benefit from the passage of the referendum, and (2) at least fifty-one per cent of the residents who may benefit from the passage of the referendum have access to the Internet and have an electronic mail account.

Statement of Purpose:

To allow for electronic mail notification of referenda.
