AN ACT CONCERNING SIXTEEN-YEAR-OLD BLOOD DONORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 19a-285a of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2013):

(a) For purposes of this section, "whole blood" means blood from which none of its individual components, including, but not limited to, red cells, plasma or platelets, have been removed.

(b) Any person who is seventeen years of age or older shall have the legal capacity, without written authorization of his or her parent or guardian, to donate whole blood or any component thereof and to consent to the withdrawal of blood from his or her body, in conjunction with any voluntary blood donation program.

(c) Any person who is sixteen years of age may donate whole blood and have whole blood withdrawn from his or her body, in conjunction with any voluntary school-sponsored blood donation program, with the written authorization of his or her parent or guardian, provided (1) he or she does not receive monetary compensation therefor, and (2) a registered nurse is present at such program.

This act shall take effect as follows and shall amend the following sections:
