AN ACT REQUIRING A STUDY OF MEANS TO IMPLEMENT RECOMMENDATIONS OF THE DIABETES ADVISORY COUNCIL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Department of Public Health, in consultation with the Department of Social Services and the Insurance Department, shall study means of implementing the recommendations of the Diabetes Advisory Council, established under section 51 of public act 16-66, to (1) secure Medicaid coverage for diabetes self-management education as part of a program or programs accredited by the American Diabetes Association or the American Association of Diabetes Educators, (2) devise a plan and seek financial support to increase the state's pool of lay and professional diabetes educators who represent at-risk populations including, but not limited to, minorities and persons residing in lower socioeconomic and rural areas, (3) modify cost-sharing of diabetes self-management education by reforming insurance plans to decrease barriers and ensure that such education is not subject to insurance deductibles or copayments, and (4) build the capacity for a state-wide diabetes self-management education program with an emphasis on culturally and linguistically appropriate standards and improved access. Not later than January 1, 2019, the Commissioner of Public Health shall report, in accordance with the provisions of section 11-4a of the general statutes, regarding the outcome of such study and any recommendations concerning implementation of such recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to public health, human services and insurance.

This act shall take effect as follows and shall amend the following sections:
