AN ACT REQUIRING NOTIFICATION OF SUBSTANTIVE AMENDMENTS TO BILLS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require (1) committee members to be provided notice of proposed joint favorable substitute language for a committee or raised bill at least twenty-four hours prior to voting on such bill, and (2) members of the House of Representatives or Senate to be provided with notice of any amendment that substantively changes the underlying bill at least twenty-four hours prior to such bill being presented for a vote on the floor of such chamber.

Statement of Purpose:

To require twenty-four-hour notice prior to a vote in a committee or either chamber when substantive amendments are proposed.
