AN ACT CONCERNING PRIVATIZING THE DELIVERY OF SOCIAL SERVICES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 17b of the general statutes be amended to require the Commissioner of Social Services, in consultation with the Commissioners of Developmental Services and Mental Health and Addiction Services, to evaluate the feasibility, efficacy and cost efficiency of transferring to nonprofit organizations the delivery of fifty per cent of social services now provided by the state.
Statement of Purpose:
To evaluate whether local nonprofit agencies could deliver higher quality and less expensive social services than the state.
