AN ACT EXEMPTING NEW CARS FROM EMISSIONS TESTING.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to exempt new cars from emissions testing.
Statement of Purpose:
New cars already meet extensive EPA requirements and rarely fail an emissions test. The cost to consumers is not worth the benefit, and the burning of fuel to go out for testing is bad for the environment.
