AN ACT CONCERNING PENSION AND HEALTH CARE BENEFITS FOR STATE EMPLOYEES AND OFFICIALS EXEMPT FROM CLASSIFIED SERVICE AND HEALTH CARE BENEFITS FOR STATE RETIREES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) convert all state employees and officials exempt from classified service to a defined contribution pension plan with a maximum employer contribution of two per cent of annual salary, (2) convert state employee health care plans to high-deductible plans paired with health savings accounts with $2,000/$4,000 deductibles and a maximum employer contribution of fifty per cent toward such deductibles, and (3) replace retiree health care insurance coverage with fixed monthly stipends for health care coverage.

Statement of Purpose:

To help reduce the overall cost of the state employee workforce in Connecticut.
