AN ACT CONCERNING THE EXCLUSION OF CERTAIN ELL STUDENT TEST SCORES AS PART OF TEACHER PERFORMANCE EVALUATIONS AND SCHOOL DISTRICT PERFORMANCE MEASURES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That subsection (a) of section 10-151b of the general statutes be amended to prohibit, for purposes of using multiple indicators of student academic growth as part of teacher performance evaluations, the use of student performance data on the mastery examination for students who have been enrolled in a bilingual education program or English as a second language instruction in the state for less than twenty consecutive months; and further that section 10-223e of the general statutes be amended to exclude from the calculation of school performance index student performance data on the mastery examination for students who have been enrolled in a bilingual education program or English as a second language instruction in the state for less than twenty consecutive months.
Statement of Purpose:
To limit the use of certain ELL student performance data in teacher performance evaluations and school district performance measures.
