AN ACT CONCERNING THE PREVENTION OF SPINAL CORD INJURIES WHILE DIVING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2011) (a) Any person or entity that owns, operates or maintains a swimming pool or other body of water where swimming is permitted shall prohibit head-first diving in any area of such pool or body of water where the water is less than eight feet in depth.

(b) The use of starting blocks for swimming-related activities shall be limited to competitive swimming events and related training activities overseen by competent personnel.

(c) On and after July 1, 2011, any installation of starting blocks for a swimming pool in which competitive swimming occurs shall be in a section of the pool where the water is not less than six feet in depth.

This act shall take effect as follows and shall amend the following sections:
