AN ACT CONCERNING MANDATORY BINDING ARBITRATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 7-473c of the general statutes be amended to prohibit an arbitration panel from considering municipal fund balances when determining the financial capability of the municipal employer.

Statement of Purpose:

To prohibit arbitration panels from considering municipal fund balances when determining a municipality's ability to pay.
