AN ACT CONCERNING MEDIAN HOUSEHOLD INCOME, INCREASED MUNICIPAL EDUCATION SPENDING AND THE ECS FORMULA.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 10-262h of the general statutes be amended to require, for the fiscal year ending June 30, 2012, and each fiscal year thereafter, that any town with a median household income of less than eighty-five per cent of the state's median household income shall receive a percentage increase in its equalization aid grant of not less than the percentage increase in the total education spending of all towns in the state since the fiscal year ending June 30, 2009.

Statement of Purpose:

To amend the ECS formula so as to protect students who would otherwise suffer the harshest effects of frozen state education funding because the municipalities in which they reside rely the most on state ECS funding for their school budgets.
