AN ACT CONCERNING ON-BILL FINANCING FOR ENERGY-RELATED TECHNOLOGY UPGRADES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to expand on-bill financing programs to residential and small commercial and industrial utility customers to finance installations and upgrades of technology relating to energy efficiency, renewable energy and smart meters.

Statement of Purpose:

To finance the installation and upgrade of technology relating to energy efficiency, renewable energy and smart meters through on-bill financing.
