AN ACT CONCERNING THE RECOMMENDATIONS OF THE IMPEDIMENTS TO FAIR HOUSING CHOICE TASK FORCE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Commissioner of Housing shall review state housing regulations in order to determine whether such regulations comply with state and federal laws concerning fair housing. Such review shall include an examination of the following: (1) The degree to which statutes, regulations, incentives, project selection and allocation criteria have resulted in (A) affirmatively furthering fair housing for families with children, and (B) the disproportionate concentration of subsidized housing for families with children in a school district classified as a low achieving school district or in an area served by a school classified as a low achieving school pursuant to section 10-223e of the general statutes; (2) any recommendations for the remediation of any racial or ethnic segregation that has been exacerbated by prior allocations of public housing funds; and (3) any recommendations to increase the availability of subsidized housing in school districts not classified as low achieving school districts or in areas served by schools not classified as low achieving schools pursuant to section 10-223e of the general statutes. Not later than January 1, 2015, the commissioner shall submit a report on such review, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to housing.

This act shall take effect as follows and shall amend the following sections:
