AN ACT CONCERNING THE CALCULATION OF STATE GRANTS FOR EDUCATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That chapter 172 of the general statutes be amended to require the Department of Education to adopt regulations that will require local and regional boards of education and regional educational service centers to identify the cost, on a per pupil basis, of delivering equitable and quality education to every student, and define equitable and quality education as the outcomes achieved by the students; that, notwithstanding the provisions of title 10 of the general statutes, each town shall receive an equalization aid grant in the amount of the sum of the cost of delivering an equitable and quality education for all students enrolled in the district; and that, notwithstanding the provisions of title 10 of the general statutes, each regional educational service center receive state grants in the amount of the sum of the cost of delivering an equitable and quality education for all students enrolled in an interdistrict magnet school operated by such regional educational service center.
Statement of Purpose:
To ensure that school districts and magnet schools receive sufficient funding to provide an equitable and quality education for students and provide a consistent way of identifying the funding needed to achieve that goal.
