AN ACT REQUIRING RECIPIENTS OF STATE-SPONSORED BENEFITS TO BE ACCOUNTABLE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 17b of the general statutes be amended to require beneficiaries of state-sponsored benefits, administered by the Department of Social Services, to establish and maintain a separate bank account for state benefits as well as a personal account for personal earned income. No cash may be withdrawn from the bank account for state benefits and any purchases made with a debit card for said account must be preauthorized by the Department of Social Services and may not be for: (1) Alcohol, (2) tobacco products, (3) lottery tickets, or (4) other purchases not authorized by the department.
Statement of Purpose:
To foster transparency and accountability while eliminating fraud and abuse of taxpayer-funded services.
