AN ACT CONCERNING TAX-FREE SAVINGS ACCOUNTS FOR USE BY PERSONS WITH DISABILITIES AND THEIR FAMILY MEMBERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 19a of the general statutes be amended to establish a program that allows a person with disabilities or a family member of such person to deposit funds into an account to be used for such person's expenses, including expenses relating to education, housing, transportation, employment support, health care and assistive technology, and under which such funds are not considered taxable income for purposes of the state income tax.

Statement of Purpose:

To create a tax-free savings account to allow persons with disabilities to pay certain expenses in a state program modeled after the federally-proposed legislation: Achieving a Better Life Experience Act of 2014 ("ABLE").
