AN ACT CONCERNING PHARMACIES AND COLLECTION AND DISPOSAL OF UNWANTED MEDICATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2016) (a) The Commissioner of Consumer Protection shall, after consulting with the Commission of Pharmacy and the Connecticut Pharmacists Association, develop and implement a program for the collection and disposal of unwanted pharmaceuticals by pharmacies. Such program shall provide for (1) the anonymous drop-off of unwanted pharmaceuticals at pharmacies licensed under section 20-594 of the general statutes, and (2) the transport of such pharmaceuticals by or on behalf of such pharmacies to a biomedical waste treatment facility, as defined in section 22a-207 of the general statutes, for incineration. Pharmacies shall not be required to participate in the program.

(b) The Commissioner of Consumer Protection shall, within available appropriations, organize a public awareness campaign to educate the public concerning the dangers of unsafe disposal of pharmaceuticals and of the availability of the pharmaceutical collection and disposal program developed and implemented pursuant to subsection (a) of this section.

(c) The Commissioner of Consumer Protection may adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to implement the provisions of this section.

This act shall take effect as follows and shall amend the following sections:
