AN ACT CREATING AN ANIMAL ABUSER REGISTRY.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to create an animal abuse registry which shall require persons convicted of animal cruelty to register or serve up to one year in jail and be fined one thousand dollars. Also, registrants shall be prohibited from purchasing or adopting an animal from a shelter, pet shop or breeder. The registry shall be funded by fees paid by registrants and all registrants shall supply authorities with their address, photograph and aliases. Such information to be kept for a period of five years.
Statement of Purpose:
To prevent cruelty to animals by requiring the registration of convicted animal abusers.
