AN ACT CONCERNING ABSENTEE BALLOTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2010) No registrar of voters shall be required to purchase the National Change of Address System of the United States Postal Service solely for the purpose of verifying addresses of persons voting by absentee ballot.

This act shall take effect as follows and shall amend the following sections:
Section 1	October 1, 2010	New section

Statement of Purpose:

To clarify that municipal registrars are not required to purchase the National Change of Address System of the United States Postal Service to verify addresses of returned absentee ballots.
