AN ACT CONCERNING SOBER HOUSES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2010) (a) For purposes of this section, "sober house" means a residential facility that provides a structured living situation for two or more persons who are recovering from a substance abuse disorder. The owner or residents of each sober house shall designate a manager to supervise the facility. The owner or a resident of the sober house may serve as its manager.

(b) Not later than thirty days after the date a manager is designated, the manager shall provide notice to the Commissioner of Mental Health and Addiction Services to identify the manager.

This act shall take effect as follows and shall amend the following sections:
