AN ACT CONCERNING A TUITION FREEZE AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10a of the general statutes be amended to require the Board of Governors of Higher Education to freeze tuition at public institutions of higher education at current levels for students who agree to pay, not later than five years after the date of graduation or other separation from their public institution of higher education, the difference between the cost of tuition at the time of the freeze and the cost of tuition had the freeze not been implemented.

Statement of Purpose:

To keep tuition costs from increasing while a student is enrolled at a public institution of higher education and to allow repayment of the difference between the actual cost and the frozen cost of the tuition not later than five years after the student graduates or otherwise leaves school.
