AN ACT CONCERNING THE BILLING OF LANDLORDS AND TENANTS BY ELECTRIC DISTRIBUTION COMPANIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require an electric company or electric distribution company to transfer a billing account from a landlord to a tenant when (1) the tenant had been responsible for the bill, (2) the tenant filed a complaint to such company regarding the property's electric service, (3) the account was transferred to the landlord while repairs were made, and (4) the landlord has provided proof to such company that the repairs are complete.
Statement of Purpose:
To allow an electric company to transfer a billing account from a landlord's name to a tenant's name upon request by the landlord after certain repairs are completed.
