AN ACT CONCERNING THE INSURANCE DEPARTMENT AND RATE INCREASES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to: (1) Require the Insurance Department to adopt regulations to identify specific possible reasons for health insurance rate increases and quantify the justifiable increase for each reason identified; (2) impose a moratorium on any health insurance rate increases until such regulations are in force; (3) prohibit any health insurance rate increase not justified under such regulations; (4) impose a medical loss ratio of not less than eighty-five per cent for health insurance policies delivered, issued for delivery, renewed, amended or continued in this state; and (5) prohibit the use of health insurance policy premiums collected from residents of this state for political activities by the insurer.

Statement of Purpose:

To reduce the rate of permissible increases for health insurance premiums, ensure that health insurance premium payments are used for health care services and prohibit the use of health insurance policy premiums collected from residents of this state for political activities by the insurer.
