AN ACT CONCERNING THE APPROPRIATION OF MEDICAID FUNDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require that both the state's portion and the federal government's portion of Medicaid funding be appropriated and included in the calculation of general budget expenditures for purposes of determining the constitutional spending cap.

Statement of Purpose:

To require that Medicaid funds be "gross appropriated" and included as general budget expenditures for the purpose of determining the constitutional spending cap.
