AN ACT CONCERNING THE CONTAINMENT OF CORRECTIONAL HEALTH CARE COSTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 325 of the general statutes be amended to require the Commissioner of Correction to enter into a contract for a technology-based model designed to contain correctional health care costs. Such model shall include, but not be limited to, (1) audit and recovery systems to identify improper payment requests and recover funds related to such requests, (2) maximum utilization of Medicaid reimbursement by providers for eligible inpatient costs, and (3) contractor reimbursement and performance guarantees that ensure that the savings generated by implementation of the cost-containment model exceed costs.

Statement of Purpose:

To contain correctional health care costs by implementing a technology-based model to better track potential billing errors and overpayments while maximizing federal reimbursement for inpatient inmate care.
