AN ACT CONCERNING CITIZENS' ELECTION PROGRAM GRANTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 9-705 of the general statutes be amended to (1) reduce by fifty per cent the amount of each grant under the Citizens' Election Program, (2) (A) prohibit the State Elections Enforcement Commission from making any consumer price index adjustment to the amount of any such grant when such adjustment results in an increase of such amount, and (B) credit to the resources of the General Fund the amount of any such prohibited increase, and (3) (A) prohibit the payment of any such grant to the qualified candidate committee of any candidate nominated for election who does not have any opponent in the general election campaign, and (B) credit to the resources of the General Fund the amount of any such prohibited payment.
Statement of Purpose:
To (1) reduce by half the amounts of Citizens' Election Program grants, (2) prohibit consumer price index adjustments to such grants that increase such amounts and credit to the resources of the General Fund the amounts of such increases, and (3) prohibit payments of such grants to candidates unopposed in the general election campaign and credit to the General Fund the amounts of such prohibited payments.
