BILL NUMBER: SJR 25 CHAPTERED BILL TEXT RESOLUTION CHAPTER 97 FILED WITH SECRETARY OF STATE AUGUST 24, 2012 ADOPTED IN SENATE JUNE 21, 2012 ADOPTED IN ASSEMBLY AUGUST 20, 2012 INTRODUCED BY Senator Harman (Principal coauthor: Assembly Member Silva) APRIL 26, 2012 Relative to Los Alamitos Joint Forces Training Base. LEGISLATIVE COUNSEL'S DIGEST SJR 25, Harman. The Los Alamitos Joint Forces Training Base. This measure would urge the California delegates of Congress to protect the Los Alamitos Joint Forces Training Base during any upcoming base realignment and closure processes. WHEREAS, United States Secretary of Defense, Leon Panetta, recently released the 2013 fiscal year defense budget proposal which includes a request for new base closures; and WHEREAS, The Los Alamitos Joint Forces Training Base might be under consideration for closure in the 2013 or 2015 closure periods; and WHEREAS, The mission of the Los Alamitos Joint Forces Training Base is to operate a military installation and airfield which provides support and training facilities for military units, and other federal, state, and local organizations to include in emergency operations; and WHEREAS, The Los Alamitos Joint Forces Training Base includes the Alamitos Army Airfield, the largest Army airfield operated by the National Guard in the country; and WHEREAS, The Los Alamitos Joint Forces Training Base is home to the sole remaining military airfield in the greater Los Angeles and Orange County area; and WHEREAS, The Los Alamitos Joint Forces Training Base is the disaster support area for southern California, a homeland security assembly platform and emergency preparedness site; and WHEREAS, The Los Alamitos Joint Forces Training Base is also headquarters to units of the California National Guard's 40th Infantry Division and houses other guard and reserve commands; and WHEREAS, The Los Alamitos Joint Forces Training Base provides 700 civilians, military personnel, and contractors with work on base at all times; and WHEREAS, Those 700 men and women's impact on the local, regional, and state economies is immeasurable; and WHEREAS, When reserve-component units are mobilized, more than 3,000 people, both military and civilian, report for duty at the Los Alamitos Joint Forces Training Base; and WHEREAS, The Los Alamitos Joint Forces Training Base has numerous nonmilitary tenants whose missions contribute to the overall health, safety, and economic vitality of the greater Los Alamitos region, Orange County, and Los Angeles County and includes the California Emergency Management Agency's Southern California Regional Headquarters; and WHEREAS, Another base closure in California could have a devastating impact on the nation's security; and WHEREAS, The impact of the closure in the Los Alamitos Joint Forces Training Base goes beyond the employment of the base personnel, impacting small local businesses, schools, sales and property tax bases of the local community, the environment, the hospitality industry, the housing market, and the local, regional, and state economies; now, therefore, be it Resolved by the Senate and the Assembly of the State of California, jointly, That the Legislature urges the representatives from California to the Congress of the United States to protect the Los Alamitos Joint Forces Training Base during any upcoming base realignment and closure processes; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Secretary of Defense of the United States, to the Speaker of the House of Representatives, to the Majority Leader of the Senate, to the minority leader of each house, to each Senator and Representative from California in the Congress of the United States and to the author for appropriate distribution.
