   Relative to the Border Patrol Agent Robert Rosas Memorial Highway.


	LEGISLATIVE COUNSEL'S DIGEST


   SCR 37, Anderson. Border Patrol Agent Robert Rosas Memorial
Highway.
   This measure would designate a portion of State Highway Route 8 in
the County of San Diego as the Border Patrol Agent Robert W. Rosas
Jr. Memorial Highway. The measure would request that the Department
of Transportation determine the cost of appropriate signs showing
this special designation and, upon receiving donations from nonstate
sources covering that cost, to erect those signs.



   WHEREAS, United States Border Patrol Agent Robert W. Rosas Jr. was
born and raised in El Centro, California, and was often referred to
as the "Mayor of El Centro" because of his popularity and friendly,
witty demeanor; and
   WHEREAS, Agent Rosas graduated from Central Union High School in
1997 where he met his future wife, Rosalie; and
   WHEREAS, Prior to becoming a United States Border Patrol Agent,
Agent Rosas worked as a correctional officer for six years at
Centinela State Prison, in addition to serving two years as a reserve
police officer for the El Centro Police Department; and
   WHEREAS, Agent Rosas began his career with the United States
Border Patrol on May 22, 2006, as a member of the 621st Session of
the Border Patrol Academy. Around his fellow agents at the Campo
Station, Agent Rosas was known for his enthusiasm and sound work
ethic in carrying out his sworn duties. His leadership skills were
also evident through his efforts in organizing and managing the
station's softball team; and
   WHEREAS, On July 23, 2009, Agent Rosas was working near the United
States-Mexico international border near Campo, California, and was
responding to suspected illegal cross-border activity when fellow
agents heard multiple gun shots. After a brief search, Agent Rosas
was found lying on the ground, mortally wounded; and
   WHEREAS, Agent Rosas was 30 years old at the time of his death and
left behind his wife, their two young children, Robert Mathew and
Kayla Alyssa, his brother, two sisters, and his stepfather; now,
therefore, be it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That Legislature hereby designates a portion of
State Highway Route 8, between post mile R51.000 and post mile
R55.800, in the County of San Diego as the Border Patrol Agent Robert
W. Rosas Jr. Memorial Highway; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of erecting the appropriate signs, consistent with
the signing requirements for the state highway system, showing this
special designation and, upon receiving donations from nonstate
sources covering the cost, to erect those signs; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Department of Transportation and to the author for
appropriate distribution.
