   An act to add and repeal Section 1622 of the Business and
Professions Code, relating to dental care.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 694, as introduced, Padilla. Dental care.
   Existing law establishes within the Department of Consumer
Affairs, a Dental Board of California. Existing law provides for the
licensure and regulation of dentists by the Dental Board of
California.
   This bill would require the Director of Consumer Affairs to report
to the Legislature, by September 1, 2012, regarding access to dental
care. The bill would make specified findings and declarations in
that regard.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  The Legislature finds and declares all of the
following:
   (a) Many Californians do not have adequate access to dental care.
   (b) Tooth decay is the single most common chronic childhood
disease in the United States.
   (c) Nearly one-quarter of all children under 12 years of age in
California have never been to a dentist.
   (d) More than 1.8 million adults have not been to a dentist in
five or more years.
   (e) It is the intent of the Legislature to enact legislation that
would identify the best solutions to meet the current and growing
dental care needs of California's residents.
  SEC. 2.  Section 1622 is added to the Business and Professions
Code, to read:
   1622.  (a) The Director of Consumer Affairs shall compile
information regarding access to dental care in California. The
director shall submit a report of its findings to the Legislature by
September 1, 2012.
   (b) The report to be submitted pursuant to subdivision (a) shall
be submitted in compliance with Section 9795 of the Government Code.
   (c) Pursuant to Section 10231.5 of the Government Code, this
section shall become inoperative on September 1, 2016, and shall be
repealed as of January 1, 2017.
