An act to amend Section 18525 of the Government Code, relating to public employment.

Public employment: appointment.
The State Civil Service Act regulates employment with the state and vests in the Department of Human Resources all powers, duties, and authority necessary to operate the state civil service system in accordance with Article VII of the California Constitution, the Government Code, the merit principle, and applicable rules duly adopted by the State Personnel Board. Existing law defines “appointment” for purposes of the act as the offer to and acceptance by a person of a position in the state civil service.
This bill, for appointments occurring on or after January 1, 2023, bill would define “appointment” to mean the date that a person begins work in
officially reports to work to
a position in the state civil service.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of Legislature in enacting this act is that the definition of appointment apply to all current and future employees. It is the intent of the Legislature that this act codify the current state practice that the date of a civil service “appointment” is interpreted to be the date that a person officially reports to work or the date designated by the appointing authority, whichever is earlier.SECTION 1.SEC. 2.
Section 18525 of the Government Code is amended to read:(a)For appointments prior to January 1, 2023, “apointment” means the offer to and acceptance by a person of a position in the state civil service in accordance with this part.
(b)For appointments beginning on or after January 1, 2023,
“appointment” means the date that a person begins work in a position in the state civil service in accordance with this part.
